Currently, in China, infrastructure development and trade bases are being developed based on the "Belt and Street" (OBOR: One Belt, One Road), a wide -area economic zone proposed by President Xi in 2013.The 4th Industrial Revolution, "China Manufacturing 2025" and "Detenton Network + (Internet Plus)", to speed up export products, and are new to "Ichimizu".It is expected that the aim will be to enhance the export of Chinese products by promoting the establishment of economic sphere and mutual understanding between countries involved.This time, we will focus on the strategy and trends of this "Belt and Road", which is also called the modern Silk Road Economic Area Democratic Economic Initiative, led by China.

＜目次＞一帯一路は、中国の習国家主席が2013年に打ち出した広域経済圏構想です。アジアと欧州を陸路と海上航路でつなぐ物流ルートをつくり、貿易を活発化させ、経済成長につなげようというものです。古来、中国と欧州をつないだ交易路として「シルクロード」が有名ですが、その現代版として、中国が各国に参加を呼びかけています。「一帯」とは、中国西部・中央アジア・欧州を結ぶ「新シルクロード経済ベルト」であり、3つのルート、6つの経済回廊で構成されています。「一路」は、中国沿岸部・東南アジア・インド・アフリカ・中東・欧州と連なる「21世紀海上シルクロード」です。福建省を中核エリアとして、中国沿海の港から南シナ海を経てインド洋や欧州、南太平洋に至る2本のルートからなり、スリランカや東アフリカの諸国が重要な舞台となっています。この一帯一路のルートは、一筆書きでつながっています。インフラとしては、港湾、鉄道などを中心に交通関連のインフラ整備が展開されています。メインルートでは貨物列車が走っており、2011年には17本しか走っていませんでしたが、2017年には3,673本にまで増加しています。この列車で、中国からは電子機器や自動車部品、自動車、衣類などが欧州まで運ばれ、欧州からはワインやチーズ、肉類が中国に運び込まれています。日本から欧州に輸送するには、船だと約1カ月かかりますが、この列車だと約2週間で運ぶことができます。鉄道だけでなく、道路の整備も進められています。原油や天然ガスを運ぶパイプラインも造られており、これも一帯一路の重要なインフラとなっています。たとえば中国-ミャンマー間でパイプラインが敷設されていますが、これにより中東からマラッカ海峡を通るタンカーの航路が海上封鎖されても、ミャンマーを経由して中国に原油などを運べるようになりました。海上ルートである「一路」においては、どこに港があるかがとても重要になります。ゆえに中国は、さまざまな国で港の建設に融資して使用権などを取得しています。オーストラリアのダーウィン港、スリランカのハンバントタ港の運営権を1999年に取得し、ギリシャのピレウス港の運営権も2016年に取得しています。これによって、中国の船は、相手国に気兼ねなく港を利用できることになります。中国はかつて2008年の北京オリンピック開催に向けてインフラ整備に力を入れました。オリンピックは成功に終わりましたが、その直後にリーマンショックが起きます。この時、経済失速を防ぐための景気刺激策として、新幹線増設などの中国国内のインフラ整備を一気に進めました。その結果、中国経済はリーマンショック後、世界に先駆けその成長率を回復させたのですが、その後、過剰生産になって国内で生産したものを輸出する必要が出てきました。こうして2013年、中国政府は国内での過剰生産能力を緩和するため、広域経済圏構想「一帯一路」を打ち出したのです。一方、2017年10月の共産党大会で習国家主席は、海洋強国の建設を加速させる、と明言しています。これは、米国などからの干渉を受けずに、中国に天然資源を運び入れるための海路を確保することを意味するものと考えられます。一帯一路構想は、中国が海外から安定的に資源を調達する環境を整えるという目的も持っていると考えられます。一帯一路は経済大国となった中国の強大さを象徴するものと一般には言われていますが、成長に陰りがみられる中国経済を長期的に維持・発展させようとする狙いを反映したものでもあると思われます。中国は世界の広大なインフラ投資の市場を半ば独占的に獲得し、今後の国内経済の行き詰まりを回避するための策を講じざるを得ない状況にあるとも考えられるのです。2019年4月時点で、中国は126カ国および29の国際機関と一帯一路への協力文書に署名しています。この動きには、警戒を強めるEUの中核国を切り崩し、米国の影響力が及ばない独自のエコシステムづくりを目指す中国の思惑があると考えられます。一帯一路の覚書に署名したEU加盟国 ギリシャ、マルタ、ブルガリア、クロアチア、スロベニア、ハンガリー、スロバキア、チェコ、ポーランド、リトアニア、ラトビア、エストニア、ポルトガル、イタリアまたEU諸国からすると、中国の貿易黒字の存在も背景にはあります。この黒字資金を用い、中国は一帯一路の沿線国で、莫大（ばくだい）なインフラ投資を行っています。莫大な資金を持つ中国と、インフラを整備してほしい国々の利害の一致が、この一帯一路に加わる国の増加につながっています。ただその一方で、発展途上国などが中国から受けた融資の返済ができなくなって債務を負わされ、代わりに土地などを中国に取り上げられてしまうという問題も発生していると言われています。2019年3月に初のG7メンバー、イタリアと一帯一路で協力する覚書を締結しています。イタリア政府内の中国に対する見方は完全に一致している訳ではないと考えられますが、深刻な景気後退の中、世界第2位の経済大国である中国はイタリアらの署名国にとって魅力的な存在なのでしょう。イタリアが一帯一路に協力すると決断した背景には、対中貿易赤字の削減のめどが立たなかった（一帯一路への協力覚書締結当時、イタリアはEUの対中貿易赤字の8分の1を占めていた）ことがあるとも言われています。また、中国への輸出拡大によって、「Made in Italy」を強化したいという考えもあると思われます。イタリア製の高級ブランド品や食料品は、中国の中間所得層や富裕層にとって魅力的な商品として受け入れられると見込まれるからです。中国もイタリア企業への投資に関心を持っていますが、中国にとって何より重要なのは、港湾などイタリアの主要なインフラ資産です。イタリアへのアクセス拠点を得られれば、そこからさらにヨーロッパ各地へのアクセスが容易になり、一帯一路の交通・貿易networkを強化できます。現在中国からイタリアへの輸出品のうち、海上輸送によるものは2％未満であり、今後まだまだ成長が見込めると思われます。このように、中国は一帯一路によって、ヨーロッパ大陸へのより直接的な輸送ルートや、ドイツ、オーストリア、スロベニアをはじめとするヨーロッパ諸国の鉄道その他の交通networkにアクセスするための理想的なハブを手にしようとしているのです。一帯一路により中国が影響力を増していることに、米国は危機感を持っており、米中貿易摩擦につながっています。その理由の1つは、中国がその経済力により一帯一路で海外への投資を増やしていることです。さらに、一帯一路による経済圏の拡大により、14億人の購買力を有する中国市場なしでは国際経済が立ち行かなくなることへの警戒もあります。また中国は、高速で大容量の次世代通信規格、5Gを一帯一路の沿線国に広めようとしています。中国の通信機器大手、華為技術（ファーウェイ：Huawei）などに対する米国の規制の背景には安全保障の問題があると考えられます。中国が新たな通信規格を普及させることに、米国は脅威を感じているのではないでしょうか。【次ページ】第4次産業革命に向けたエコシステムづくりと一帯一路Recommended article
