＜目次＞アマゾンジャパンは2019年4月、東京近郊の一部地域で個人に商品の配送を委託する「アマゾンフレックス」を開始したことを明らかにした。アマゾンフレックスは、宅配のウーバーとも言われており、この仕組みが普及した場合、ネット通販の世界に劇的な変化が押し寄せる可能性が高い。仕組みはウーバーと同じで、荷物の配送を請け負いたい個人がアプリで申し込み、条件に合致する荷物があればその荷物を配送し、アマゾンから配送料を受け取るというもの。アマゾンの配送を受託するには、相応の条件が必要なので、無制限に個人を動員できるわけではないが、理屈上は、いくらでも配送要員を確保できる。もし、この仕組みが社会に広く普及した場合、多くの宅配業者は不要となる。アマゾンの利用者はいつでもアマゾンの配送事業者になり得るという話なので、実現すれば、消費者と事業者が一体となった、まさに究極のシェアリング・エコノミーということになるだろう。米国では2015年から運用が始まっており、日本でも昨年から地域限定で実証実験を行ってきたが、本格運用のメドが立ったことから、いよいよ首都圏での展開となった。関連記事▲ Close ▼ All display
委託の対象となるのは、軽貨物自動車運送業に届け出をしている個人事業主で、委託料金は2時間あたり約4000円となっている（週48時間という契約についても準備中）。ガソリン代や駐車料金は支払われないが、料金は週単位で振り込まれる。アマゾンは当初、ヤマト運輸や佐川急便といった宅配事業者に荷物の配送を委託していたが、佐川がアマゾンから撤退したことで、ヤマトの比重が急上昇。荷物の増加に耐えきれなくなったヤマトは値上げを実施するなど業界は混乱を極めた。国内では人手不足が深刻だったこともあり、安い値段で配送を委託しているとアマゾンに批判が集中したが、それは、表面的な見方に過ぎない。アマゾンが宅配事業者に提示していた大口の配送料金は、宅配事業者が個人の利用者から徴収する料金と比較するとかなり安い金額だった。だが、大手の宅配事業者は、すべて自前の物流網で事業をしているわけではなく、多数の下請け運送事業者を使っている。大手の下請けとして荷物を運ぶ事業者の中には、個人事業主も多く、一部の宅配事業者はこうした個人の下請け事業者に対して、常識では考えられない価格で配送を委託していたともいわれる。つまり、一種の搾取構造が存在していたことで、アマゾンなどから安値で受注できていたという側面があったことは否定できないだろう。アマゾンはヤマトの値上げ以降、宅配事業者に依存するリスクを強く認識するようになり、自前の配送網構築を進めてきた。最初に取り組んだのは、3PL（サード・パーティ・ロジスティクス）企業との提携である。3PLは、物流網の構築を望む顧客に対して、最適な物流システムの構築をアドバイスし、場合によってはその業務の一部あるいは全部を請け負う企業のことを指す。アマゾンはイトーヨーカドーやマツモトキヨシの物流システム構築で実績があった丸和運輸機関と組み、多数の軽貨物自動車とドライバーを確保した。同様にファイズとの提携も強化しアマゾンのユニフォームを着た要員による配送業務を拡大してきた。3PLへの委託は、限りなく自社による配送網の構築に近いものの、あくまでもアウトソーシングという位置付けである。今回、スタートしたアマゾンフレックスは、アマゾンが直接、配送を委託するので、完全な自前配送網といってよく、この仕組みが本格的に普及した場合、アマゾンと実際に配送を行う個人との間に立つ中間事業者は存在しなくなる。先ほど、大手の宅配事業者は個人の運送事業者に極めて安価な料金で配送を委託していると述べたが、アマゾンが直接、配送を依頼すれば、アマゾンから見て安価な配送料金であっても、末端の事業者が受け取る料金はむしろ増える可能性すらある。末端の事業者にとってアマゾンから直接、配送の委託を受けることはそれほど悪い話ではなく、そうであるが故に、アマゾンの自前配送網構築には相応のフィジビリティ（実現可能性）がある。アマゾンが本格的に自前配送網の構築に動き出したことで、ネット通販業界の常識が大きく変わる可能性が出てきたといってよいだろう。【次ページ】一方の楽天もアマゾンに対抗、自前物流網の構築を検討したが……Recommended article
