The key to solving the employment problem in the age of technological innovation seems to lie in the linkage between the labor market and the education market. New technologies take away old jobs while creating entirely new ones. However, it is accompanied by a time lag. In order to overcome the severe employment situation that will occur in the short term, it is necessary to acquire the skills suitable for the new era and have a mechanism to increase the market value (employability) of each individual.

As we saw last time, in an era where technological innovation is rapid and the shape of companies is changing dramatically, it is easy for faults to occur between the two aspects of unemployment and employment. It could also lead to a situation in which they exit the labor market itself. However, it seems that exiting the labor market is not necessarily a passive action. In order to obtain the next job in the midst of major changes in the technology system, it is necessary to develop skills suitable for the new era. For this reason, there is also the challenging behavior of temporarily withdrawing from the labor market and re-learning at universities, etc., to acquire the latest skills in order to transform into suitable human resources. This can be seen as an exit from a forward-looking labor market (Chart 1). Skill development in the IT age is not limited to technical fields in the narrow sense of the word. It is meaningful to learn about the latest management and systemic issues in the midst of major changes in society, from corporate organizational management and management to laws and regulations. It is also important to acquire the relationships with customers and investors that are required for active information distribution, that is, public relations and new financial and financial methods. In other words, the need for "education" is increasing in all fields, and collaboration between the labor market and the education market is required. In fact, in the United States since the 1990s, employment in the education industry has grown considerably alongside that in the medical industry, and even during the economic expansion period, employment growth in the manufacturing industry has exceeded that in the manufacturing industry. In Japan too, the importance of adult education and lifelong learning is advocated, but it seems that there is a more realistic demand that goes beyond mere hobbies and education. Computerization promotes knowledge-based economic activities (see Part 10, 11, and 12 in the series). In the age of agriculture, natural resources such as fertile land were sources of wealth, while in the age of industry, mechanical equipment was the source of wealth. The rich creative power of human capital with wisdom and technology is the source of wealth. In the context of the progress of the knowledge-based economy, there is a close relationship between the labor market and the education market, and collaboration between the two is likely to be the key to solving employment problems.
