In a document confirmed by the BBC that China and Henan are building a monitoring system using a face scanning technology that can detect journalists and other "concerns".
The document that BBC News confirmed the content describes the "signal" system that classes journalists into green, yellow, and red.

This document was found by the IPVM surveillance analyst company, and can also be found on other plans to monitor other "concerns", such as foreign students and immigrants.

This surveillance system is evaluated in three categories: "excellent international students, general, important people, and unstable elements".
The document states that "safety evaluation is based on the daily attendance rate of international students, the test results, whether they are international students from major countries, and the status of school discipline."
Schools need to notify the authorities about students with safety concerns.
And students who are considered to be concerned are tracked.
